Russia’s full-scale invasion of Ukraine, launched in February 2022, has precipitated one of the most severe urban housing crises in post-war European history. With over 236,000 buildings damaged or destroyed— representing approximately 9% of the national housing stock—and more than 3.5 million internally displaced persons (IDPs) competing for accommodation in an under-regulated rental market, the structural inadequacy of Ukraine’s social housing system has been laid bare.

Andrii Shtendera, architect and urban planner from Lviv will offer insights into the evolution of socially-oriented housing in Ukraine, bridging government management, the current state of the housing stock, and the role of both retrofitting and new construction in the development of social housing in Ukraine.
